Issues #1-318 of Batman and many other DC comics (Flash, Justice League of America, and Green Lantern, to name a few) can be found at http://www.aibq.com/index.php

The comics at aibq.com are at greatly reduced resolution - great for PDAs or PSPs but no good for reading on a computer monitor.
That said, since you are filling in the gaps they might be suitable.

Yeah, I totally agree about the resolution quality of aibq.com. You have to donate money to their site to get the high resolution files. I’m starting to post the remaining issues of Batman at http://jackbauerheadquarters.blogspot.com/ I have all the missing issues and I have just about all the issues that were mentioned previously as missing. If you want to mirror them in rapidshare, it’s fine with me. I don’t have the time. Bauer out.
